CALL FOR WYOMING PRE-PROPOSALS
2008 NASA-EPSCoR COOPERATIVE AGREEMENT NOTICE (CAN)
Pre-proposals are due by February
11, 2008
Wyoming NASA
EPSCoR is requesting pre-proposals for consideration for the new
NASA EPSCoR CAN. Please see below for further information on
pre-proposal guidelines.
Program Information
NASA-EPSCoR is requesting proposals for the NASA EPSCoR 2008
program. Each funded NASA EPSCoR proposal is expected to establish
research programs that will make significant contributions to the
strategic research and technology priorities of one or more of the
Mission Directorates and contribute to the overall research
infrastructure, science and technology capabilities, higher
education, and economic development of the jurisdiction.
States
can submit a proposal package that includes proposals for up to but
no more than two research areas.
The
program parameters are:

Maximum
funding request per proposal is $750,000 to be expended over a
three-year period;

Selected
investigations may begin as early as June 15, 2008;

All
NASA EPSCoR monies must be matched 1:1 with non-federal monies.
In-kind matches are allowable.
Full proposals
are due at the agency on March 14, 2008.

Wyoming
NASA EPSCoR Pre-proposal Guidelines
The
Wyoming EPSCoR Committee has set the following guidelines and review
criteria.
Pre-proposal
Preparation
Pre-proposals must
be submitted electronically to the Wyoming EPSCoR Program,
bkissack@uwyo.edu.
Pre-proposal requirements are:
1.
A cover sheet listing the project title, participants, total
amount requested;
2.
A 200 word Summary written in terms that are readily
understandable to a scientifically or technically literate lay
reader;
3.
A project description, not to exceed 2 pages, including text
as well as visual materials;
4.
Key references (up to 10);
5.
A two-page CV on the PI or Co-PI’s;
6.
Current and Pending Support;
7.
The 3-year budget showing a 1-1 match (cash and in-kind).
The budget explanation must include the sources of the non-federal
matching funds. (Click here for a 3-year budget sheet for your
pre-proposal.)
8.
Text will be in 11 or 12-point font with 1” margins.
The
section labeled Project Description should describe:
1. The proposed activity;
2. The plan to develop the
collaborative relationship with NASA with EPSCoR support (or
otherwise) including programmatic milestones and a timetable for
meeting project objectives;
3. The project’s relationship to
state or institutional R&D and/or indicate how this proposal might
contribute to state economic development; and
4. Plans to effectively reach
underrepresented and underserved students and researchers.
Pre-proposals that
do not conform to these guidelines will not be accepted for review.
Pre-proposal
Review
A Review Panel will judge the
scientific and technical merit of the proposed activities discussed
in the proposals while also considering the following criteria:
1.
Relevance to NASA and the Jurisdiction.
2.
The proposed research should focus
on the development of new investigators. A limited amount of salary
may be used for senior faculty who will serve in
supporting/mentoring roles.
3. The pre-proposal should have a
concrete plan for matching monies, and not expect UW funding, other
than an amount equal to one-half of the indirect cost.
4. The pre-proposal should have
project goals and milestones that will develop NASA EPSCoR funding
past the period of funding.
